About OTIR
Objective Targeted Individuals Research
Our Mission
OTIR (Objective Targeted Individuals Research) is a group founded to conduct research and assessment of the gangstalking, hearing voices and other aspects & manifestations of Targeted Individual phenomenon. We dedicate our collective effort to research, hoping to advance our understanding and accomplish our goals.
Our Goals
- Establish a reputable and credible think tank for TI community
- Create an organized and functional collective of TIs and outside supporters
- Develop & apply systemic methodology and outside the box approach in TI phenomenon research
- Minimize harm to Targeted Individuals and others by providing knowledge and guidance
- Gather data on TI cases, facts and their interpretations by TIs to create a factual base to our research
- Research and analyze collected data to advance our understanding of the phenomenon
- Prepare and publish research results, communicating them to TI community as well as to general population
- Create an international TI communication framework to share data & research
About the Founder

Peter P. Reborn
OTIR Lead Researcher & Founder
Peter P. Reborn founded OTIR after experiencing the full spectrum of the Targeted Individual phenomenon firsthand. His journey began with unexplained auditory experiences, voices that mimicked people he knew, creating elaborate narratives about his life. What started as seemingly localized harassment evolved into a complex experience involving apparent surveillance, physical sensations, and synchronistic events that defied conventional explanation.
Like many who experience this phenomenon, Peter progressed through distinct stages of understanding. Initially believing individuals were responsible, his perspective evolved as the scope and sophistication of the experience became impossible to attribute to human actors alone. The phenomenon displayed characteristics that challenged his understanding of reality itself, from apparent thought monitoring to precisely timed environmental events.
Rather than remain isolated in his experience, Peter chose to document and analyze it systematically. He discovered that thousands of individuals worldwide reported strikingly similar patterns, despite having no contact with each other. This commonality suggested something far more significant than individual cases of harassment or mental illness.
Drawing from his background in IT and analytical thinking, Peter began organizing data, identifying patterns, and developing frameworks to understand the phenomenon objectively. He founded international support communities where individuals could share experiences safely and learn from collective knowledge. These communities became laboratories for observation, revealing consistent patterns across cultures, countries, and demographics.
OTIR emerged from this work as a structured research initiative, dedicated to approaching the TI phenomenon with intellectual rigor while maintaining compassion for those experiencing it. Peter's goal is to bridge the gap between subjective experience and objective analysis, helping both those directly affected and the broader public understand this perplexing aspect of human experience.
