OTIR Methodology

Our systematic approach to studying the TI phenomenon through evidence-based analysis and objective pattern recognition across multiple experiences.

Core Research Philosophy

There is only deceit in singular TI experience, but the truth can be found by comparing them and finding patterns, analyzing the full length of duration and discerning assumptions from facts.
- OTIR Research Foundation

This principle acknowledges that individual experiences, while valid and important to those who live them, may contain subjective interpretations, memory distortions, or incomplete information. An important nuance about TI phenomenon research is the fact that personal experience of it is always meant to be misleading. Every TI's personal narrative is highly tailored to them, using their own insecurities, fears, and events in their life, and there are too many TIs focused principally on their own stories, getting trapped for years in dead ends because of overvaluing their individual experiences.

The only way to get a proper overview of this phenomenon is to distance yourself from your own interaction, regarding it as one of many, and gathering data from meta-analysis of multiple experiences, as many as possible to start seeing stable patterns. When multiple accounts are systematically compared and analyzed, consistent patterns emerge that point toward objective realities. Our methodology is designed to extract these patterns while maintaining respect for individual experiences and scientific rigor in our analysis.

For example, there is often a perceived person or people framed as "perps" in the life of a TI. On the scale of personal experience, it would make sense as those people would be part of the narrative, acting or being mentioned in a consistent manner, and even their voices would be heard constantly by a TI. This has been known to lead to prolonged confrontations, sometimes even fatal, as TIs were provoked to retaliate out of revenge and desperation, hoping to stop the harassment by eliminating the source.

On the scale of many experiences, however, we start seeing that framing known people is a stable pattern, with those framed never really being part of anything but a sort of targets themselves. So when TIs act against them, they in turn become a sort of "perpetrators", and even the death of those people doesn't stop either harassment or hearing their voices, which turn out to be perfect imitations. Someone realizing this would be much less likely to make the mistakes easily made by someone overfocused on their own experience.

Unlike most TI researchers, we do not seek confirmation of our beliefs; instead we start from the data and walk towards the result by working with it, avoiding confirmation bias.

Agnostic Approach

We should not focus on the perceived source, but instead on the agnostic approach, looking specifically at what the phenomenon does, not what it says or claims to be.

The invalid approach would be: "I hear voices that claim to be CIA, so I should seek to confirm CIA involvement." Not only would this be following a claim coming from a deceitful source, but it also immediately forms bias toward this specific theory.

This would introduce the following obstacles:

  • Following a claim from a verifiably deceitful source
  • Jumping into proving the hypothesis instead of checking if it has merit
  • Immersing into a biased view that will make the researcher disregard or devalue information not fitting into the bias

The valid approach would be: "I hear voices that claim to be CIA, so I should compare it to the other accounts and the rest of information known about the phenomenon". This would instantly be a better approach:

  • Challenging the claim first, analyzing it instead of following the lead it presents
  • Gathering the information to look at the patterns
  • Remaining unbiased and open to findings

TI Theory Criteria and Constraints

A complete TI theory should answer the following questions fully:

  1. The purpose of TI experience (for example, as in Report 03)
  2. The means of TI experience's execution
  3. Origin of TI experience (who the perpetrators are)

Any TI theory, complete or incomplete, should account for these constraints, acronymized as STUCCC:

S

Scale

Worldwide scale of TI experience and estimate of the number of TIs (as in Memo 07 or other source)

T

Timeline

A theory should account for the full known history of TI experience, traceable millennia back (as in Timeline)

U

Unverifiability

Theory should explain how there is no tangible evidence or proper whistleblowers who would present either evidence or technology

C

Capabilities

A theory should explain full set of TI phenomenon capabilities, such as transmission of voices and telepathy, dream manipulations, olfactory sensations, etc, as in TI Experience memo

C

Completeness

Theory should not purposefully ignore or dismiss some aspects of TI experiences in favor of personal preference or bias (for example, someone only experiencing gangstalking disregarding the voice hearing completely as nonsense and mental illness)

C

Consistency

Theory should make sense and be consistent with itself

What this means in practice:

  • A theory involving a specific government as possible origin would fall outside the scale constraint (as there is no country where TI phenomenon would be absent) and timeline (as the assumed country's government would likely not exist for most of the known phenomenon's timeline)
  • A theory explaining the voice harassment with AI technology would not explain other capabilities and the rest of the criteria

Evidence

Speaking of evidence in TI experience, there should be strict criteria for what could be considered (evidence). Most of what passes for it in the TI community is simply not evidence but something else, for example:

  • A video of someone taking video of that person back: no context, no possibility to tie it in with anything
  • A video of a "perp" running away from the camera while being insulted and threatened: this would be self-implication and an invitation to press criminal charges but not evidence of anything done against the attacker
  • A photo of a car with a single headlight: would be simply a synchronicity but not evidence of any ill intent without further supportive information clearly indicating that
  • An audio recording of vague discussion containing a few words matching TI context - no matter how meaningful for the TI himself, for anyone else it would be meaningless as it would be wide open for interpretation

There have even been multiple instances of TIs forging evidence out of desperation and need for validation, which in the end serve as a disservice to the community, reinforcing the "alphabet agencies" narrative which doesn't really hold water (Report 01). An example of such is the famous "gangstalker manual" which looks scary if you look at it in a state of confusion and panic, but doesn't hold any water under a critical look (especially if you put it against the constraints mentioned above). The problem is, TIs usually aren't willing or even interested in giving a critical look to something that confirms their bias. That's why always keeping to proper methodology is extremely important.

And of course we should not forget that TI phenomenon is uniquely predispositioned to interact, mislead and disrupt any attempts to expose it, investigate it or even prove it. That includes evidence and experimentation, of course.

Principles of TI phenomenon experimentation

Presence over absence

The absence of the phenomenon does not mean an effective countermeasure until proven consistently effective on a large scale. The presence of the phenomenon, on the other hand, confirms ineffectiveness even at a small scale.

Example: The same Faraday cage proves effective for one TI, ineffective for another and increases harassment for a third. Conclusion: the cage is not affecting anything, the levels of harassment are regulated from the other side. If the cage were really effective, there would be consistent and repeatable improvement.

Interactivity

Any attempts at measuring and recording the experience, like electromagnetic, microwave etc and correlating them with the phenomenon are extremely likely to be tampered with, or not tampered with when you expect it to be. The phenomenon is also known for manipulating researchers with false positives to mislead both them and others with whom they will share findings. It will give false correlations, measurement errors, equipment malfunctions; if you're lucky you will have nothing, and if not, you will chase white rabbits only to get to a dead end. This doesn't mean you should not try, but you need to be aware of the mistakes done before you, accumulate large and consistent data sets, and be skeptical towards the findings suggested by the measurements.

Don't get STUCCC

Check your results against the TI Theory Constraints. You found a frequency you think is used for synthetic telepathy? How come the effect was known way before radio discovery then? While not outright rejecting your findings, use critical thinking to review them. DARPA arrays seem to be the culprit? What about the timeline and scale - Chinese TIs may beg to differ.

A lot of times TI researchers not only ignore these principles, but even increase bias by cherrypicking specific individuals for studies to reinforce their bias, like ICATOR did with their Faraday cage research. Needless to say, while they obtained results that confirmed their expectations, these findings were absolutely useless for understanding the phenomenon.

Methodological Principles

Metadata Analysis

Systematic examination of patterns across multiple TI experiences rather than focusing on individual accounts

By analyzing common elements, timing patterns, and recurring phenomena across numerous cases, we can identify objective trends that transcend individual perception.

Comparative Pattern Recognition

Truth emerges through comparison of experiences rather than acceptance of singular narratives

Individual experiences may contain subjective elements or inaccuracies, but consistent patterns across multiple accounts reveal underlying realities.

Longitudinal Duration Analysis

Studying the full length and progression of phenomena over time

Understanding how experiences develop, change, and potentially resolve provides crucial insights into the nature and mechanics of the TI phenomenon.

Fact-Assumption Separation

Rigorous distinction between verifiable facts and interpretive assumptions

We systematically separate what can be objectively documented from what represents personal interpretation or speculation about causes and mechanisms.
