On involvement of special services
Goal: Investigate the link between gangstalking/voices phenomenon and known organizations.
CONTEXT
The author of this report is a TI (targeted individual) with several years of experience of gangstalking and hearing voices (also known as auditory harassment or synthetic telepathy).
In this report, “voices” is used instead of “V2K” or other terms to describe the auditory manifestation of the phenomenon.
“Operators” is used to refer to the supposed perpetrators.
Due to the greater availability of data on voices compared to gangstalking, this report focuses on the auditory aspect of the experience.
INTRODUCTION
Currently, the TI community is stuck in a deadlock. The general consensus is that government agencies are involved in a global persecution campaign, while the states deny any involvement - yet people continue to suffer.
This confrontation has brought no results and shows no signs of progress. Meanwhile, an increasing number of contradictions and inconsistencies call for a reexamination of our assumptions. Could it be that we have been fighting windmills all along?
If our understanding is built on a shaky foundation that we never question or examine, everything based upon it risks being flawed or outright false. This prevents us from taking effective actions or developing valid countermeasures.
Our group has decided to go back to the roots and conduct such a review. It is in our collective interest to ensure we understand the situation correctly, so that we can unite under a common framework and make real progress.
There is another critical reason for this report. If the secret services theory proves inconclusive, the energy spent sustaining it becomes not only useless but harmful. When TIs act upon the false impression that friends, relatives, or strangers are part of a coordinated harassment effort, they sometimes retaliate against innocent people - resulting in harm or even fatalities. If this can be prevented, we must stop the spread of misinformation and redirect people toward actual investigation.
This report seeks to answer one key question: “Are secret services actually behind TI harassment?”
ANALYSIS
Let us examine the various aspects of the voices and gangstalking phenomena one by one, to determine whether they align with the known characteristics of secret service operations.
Timeframe
Many assume that TI harassment began around the 1950s–1970s, but that is a misconception. The TI phenomenon can be traced much further back in history.
In the early 1880s, Russian psychiatrist Victor Kandinsky documented numerous cases of people hearing voices that match the same harassment patterns experienced by TIs today. He himself suffered from auditory harassment. Unfortunately, he was convinced it was purely a mental illness. Unable to find a cure, he took his own life - but not before describing what became known as the Kandinsky-Clérambault syndrome, which subsequently led to the institutionalization of many TIs.
TIs in Tsarist Russia, France, and other nations described nearly identical experiences to those reported today. The only difference was the identity of the supposed perpetrators - instead of the CIA or KGB, they believed they were targeted by entities such as the Tsarist secret police.
Even earlier, in the 1790s, James Tilly Matthews described the “Air Loom Gang.” His experiences closely mirrored those of later centuries - including my own - demonstrating consistent patterns across time.
This suggests that by the late 18th century, the procedure of TI harassment was already established, employing similar tactics and demonstrating equivalent “technological” capabilities. It appears to have been a well-developed, standardized, and refined process. The fact that it has changed so little since then indicates that this system likely began even earlier.
The consistency of this pattern since the first documented cases supports the conclusion that the phenomenon is not an experiment or evolving discovery, but rather a standardized procedure designed to achieve a specific purpose. Its long-term stability suggests that it successfully fulfills that purpose.
This introduces the issue of technological anachronism. Modern patents and devices cannot account for such a phenomenon. In the 18th century, there were no satellites, transistors, telephones, or radios. Electricity itself was a new and scarcely understood concept. There was no CIA, and the intelligence services of that era were primitive and extremely limited by today’s standards. Remarkably, many modern governments are younger than this “experiment,” which has persisted for at least 230 years.
The duration of individual harassment cases also defies logic. Many last for years - some even for decades - during which the same “voices” remain constant. This would imply that the so-called operators, with supposedly godlike powers, work continuously for decades without rest, observing ordinary people performing mundane tasks such as doing laundry, showering, or cooking - and commenting on them the entire time. Even among unpleasant occupations, this stretches believability beyond reason.
Patents & Technical Supremacy
There exists a list of patents often cited as evidence for the technologies supposedly used by perpetrators. The earliest of these date back to the 1950s and appear to have emerged from World War II–era research into the microwave auditory effect.
While some of these patents can partially explain aspects of the TI experience, the devices they describe - even the most advanced ones - are extremely primitive compared to what TIs report. The sheer precision, range of capabilities, and apparent effortlessness of the real experiences far exceed anything that can be deduced from known technological prototypes. In fact, many of these patents seem more like awkward attempts at reverse engineering a technology that already existed, rather than original inventions.
Despite decades having passed since their publication, very few of these patented concepts have ever been turned into working prototypes, and none are publicly available for examination. It is important to note that a functioning prototype is not required to file a patent - the invention merely needs to be unique, even if the described mechanism is entirely theoretical.
Even assuming that every relevant patent represents a functional technology, most of the tools attributed to the “operators” remain unexplainable within the boundaries of known science. To this day, there is no verified technology capable of remotely synchronizing with a human body, controlling its movements, reading or transmitting thoughts, inducing emotions or impulses, or creating and manipulating dreams. Yet, for voice-hearing TIs, such occurrences are reported as daily and routine.
Many individuals claim to have been targeted with Directed Energy Weapons (DEWs). The physical evidence presented often shows burns or lesions of different shapes and natures - sometimes resembling chemical burns, sunburns, or insect bites. However, it cannot be conclusively stated that these are caused by DEWs. At best, one can assume such a link until controlled experiments or other verification methods provide definitive proof. Nevertheless, the timing and appearance of these injuries suggest a connection to the phenomenon and deserve independent investigation.
It is also critical to recall that there has been virtually no observed change in the operators’ technological capabilities over the last 230 years, suggesting a level of stability inconsistent with human technological progress.
Competition
Instances of TI harassment occur in every country. Relocation offers no relief, and the harassment does not cease anywhere, suggesting some form of global coordination. It has often been observed that the operators speak multiple languages fluently, and their teams appear to be “international.” They effortlessly use foreign words and idioms unfamiliar to their targets.
This presents a serious contradiction. By their very nature, intelligence agencies almost never share advanced technologies across borders. But with technology of this magnitude, such sharing would be absolutely unthinkable.
A group capable of controlling the minds of its enemies could secure global dominance within hours. Revealing possession of such a capability would be catastrophic, and sharing it would be equivalent to strapping a nuclear warhead to oneself and handing the detonation switch to an adversary. The entire concept of warfare would have been transformed-or even rendered obsolete-if such technology were in the hands of governments. Armies would become unnecessary; any opponent could simply be neutralized or controlled like a puppet.
They could, in theory, spy, manipulate, assassinate-anything imaginable. Under such conditions, the very existence of the TI program would make no sense; it would be counterproductive to its own purpose.
Yet we never see such technology employed against actual enemies of the state. Enormous resources are still expended by intelligence and military agencies to conduct traditional operations, whether through warfare or psychological campaigns-usually limited to disinformation via media or the internet.
Even sharing this technology with the most trusted ally would be reckless, since governments and alliances inevitably change. Whoever is behind this must be operating on a truly global scale, above the level of individual states, and already in such total control that competition no longer concerns them.
Scope & Resources
The number of people affected by this phenomenon has yet to be determined precisely. In 2015, the University of Queensland conducted a study with a sample of 31,000 participants from 19 countries, which showed that about 5% of the population hears voices at least occasionally. One-third of those hear voices constantly.
If we extrapolate these numbers, that means roughly 132 million people are affected at any given time. Although this figure seems enormous, almost everyone knows someone who has experienced something similar. We may not see that many self-identified TIs in the community, but it’s reasonable to assume that only a vocal minority is visible, while the majority suffer silently, afraid of being labeled insane and stigmatized.
This estimate only accounts for those who hear voices, not for individuals who experience gangstalking without auditory phenomena.
Now imagine the workforce required to “service” just those 132 million people. That would mean 132 million cases-and an equal number of operational squads managing them. If we conservatively assume 10 operators per squad (including logistics, management, and command structure), we end up with 1.32 billion agents. That’s more than all military, police, and intelligence personnel on Earth combined. It would mean one in every seven people, including infants, is an active operator working around the clock. Clearly, such a scale is impossible. The logistics alone would collapse the system; no black budget could sustain it.
This represents the scale of active warfare and mobilization, not that of a purposeless “experiment.” Yet even in wartime, no organization could maintain such a vast operation.
Whoever is behind this must have unlimited resources. Given their apparent capabilities, it makes sense-they can obtain whatever they want. They probably have no need for money, nor do they depend on the state for income; thus, they do not have to belong to the state.
By contrast, government agencies cannot freely create or allocate funds on that scale. Doing so would immediately cause friction with other branches of government-they must work within defined budgets.
Beyond the funding itself, they would also have to justify such spending to their superiors and demonstrate tangible results. Since no measurable value is being created, someone would have noticed long ago if this were a state-run operation.
Motivation
There is no consensus regarding the motive behind the phenomenon. Some believe it’s persecution, others see it as material exploitation, and some think it’s an experiment. If secret services were conducting such operations, there would have to be a concrete, rational purpose behind them.
Harassment of a single TI can continue for decades. Assuming a team of several to dozens of operators handles one target, the total number of man-hours and resources expended would be enormous, with little to no tangible return. Most TIs are ordinary people with modest means-many already struggling financially. To illustrate, let’s speculate about the cost.
Suppose a team of 10 people is assigned to one TI, including operators, analysts, and technical staff. Personally, I’ve estimated around 20 individuals were working on me continuously, but let’s stay conservative.
If each earns only $5,000 per month-an implausibly low figure for people with such advanced technology-the yearly cost would be 5,000 × 10 × 12 = $600,000, excluding equipment, logistics, and administrative expenses. No TI could possibly be worth that level of investment.
Moreover, with such capabilities-reading minds, controlling bodies, accessing private information-why would anyone work for a salary? It would be trivial to profit through insider trading, manipulation, or coercion. Therefore, it is unlikely that material gain is the motive.
Let’s explore some alternative possibilities.
Scare tactic: To instill fear in the public and discourage dissent. This fails logically, since before fearing the possibility of becoming a TI, the public would first need to believe in the phenomenon. Given that TI experiences are deeply subjective and difficult to communicate, most outsiders dismiss them as delusion. The structure of the experience itself seems designed to prevent credibility.
Suppression of “dangerous” individuals: This may apply to a small subset of people, but the vast majority of TIs have no political power, influence, or threat potential. While some individuals may simultaneously face conventional government surveillance, this overlap only confuses the community, reinforcing certain theories while ignoring inconsistencies.
Preparation of false-flag actors, mass shooters, or terrorists: This hypothesis requires separate consideration. Some victims, driven to psychosis and despair, have indeed committed violent acts. Yet these are isolated cases and cannot represent the primary objective of such a large-scale, persistent operation.
Experiment: Supporters of this explanation often overlook the long historical continuity of the phenomenon, which suggests a well-established process rather than ongoing research. Moreover, no experiment in history has involved such a vast portion of humanity for centuries. The behavior observed appears to be a stable, practiced application rather than a test. The purpose and perpetrators remain unknown.
The fact that each TI develops unique beliefs about the motive-ranging from punishment to experimentation-yet experiences the same structured procedure, suggests that the underlying motive is likely common to all cases.
As for state intelligence motives-such as protecting the nation and its officials-the existence of such a program would contradict them entirely. A massive workforce engaged in unproductive harassment would cripple real intelligence efforts. Such a waste of resources would prompt any rational leader to shut it down or repurpose it immediately.
Publicity
Special services prefer not to advertise their secret programs. Experiments are usually carried out in closed laboratories, not among the general public; in controlled environments, not in neighboring apartments. Measures would normally be taken against potential whistleblowers and subjects, rather than intentionally provoking them to publish their experiences without consequences.
Moreover, disclosing the very existence of such a toolkit undermines its effectiveness. After all, victims are allowed to speak, coordinate, and conduct research - albeit slightly - which increases the chances of developing effective countermeasures and eventually proving the reality of the phenomenon to outsiders. Communication among subjects also affects the experiment itself, altering and contaminating its possible results.
Instead of being covered up, it seems that targeted individuals are being pushed to discover and reveal the secret organization behind the harassment, as well as its technologies.
Of course, we might assume this is a “hiding in plain sight” strategy so that nobody believes the victims. And partially this is true, especially since most targeted individuals make bizarre, unprovable claims and act impulsively - sometimes to a bitter end - which creates an atmosphere of distrust toward them. But this would be a “solution” to a problem created by that very “solution.” Without publicity, there would be no need to discredit victims and spread misinformation. Therefore, we must conclude that conducting the procedure on targeted individuals is so important that information leaks are acceptable, even though there are clear attempts at misinformation and obfuscation.
Evidence, whistleblowers and leaks
Since 1793, many governments and political systems have changed across the world, often revealing archives and internal conflicts. Politicians frequently seek to discredit their predecessors by exposing the crimes of past regimes. If the TI program were a government operation, it could have been revealed during coups or revolutions, or used to prevent them. Former employees might have confessed on their deathbeds, and internal documents or equipment could have surfaced. Yet, none of that has happened.
This is particularly strange because the program is anything but secret. Operators do not hide their identity from victims. TIs share their experiences online daily without consequences, communicate freely, collaborate, and even involve external specialists in their investigations.
One might assume that every agent is tightly controlled by others to prevent whistleblowing - but then who controls the controllers? And who supervises the supervisors? Are there even enough people on Earth to maintain such a structure?
Every secret eventually comes to light. The longer and larger the operation, the more likely it is to leak.
After 230 years, at least one disillusioned or remorseful participant should have come forward. Some documentation should exist - describing methods, goals, logs, or procedures. Yet there is no solid proof, only assumptions and speculation.
I have examined MK ULTRA, the Zersetzung program, and the infamous “eBay case,” all often cited as evidence of government involvement. Each deserves detailed analysis, but preliminary conclusions show that none of them display the same methods, patterns, or capabilities as the TI phenomenon.
Key differences between the TI phenomenon and known programs such as MK ULTRA and Zersetzung include:
- lack of a clear practical motive or goal
- a vastly larger number of supposed participants
- a much longer timeframe (both for subjects and operations)
- use of unknown or anachronistic technology
MK ULTRA, conducted by the CIA, is one of the most well-known human experiments. It lasted a few years, had specific objectives, and included varied experiments. The TI phenomenon, however, allegedly spans over two centuries, involving a “global agency” with millions of members that no one interferes with, that fears no exposure, and yet remains invisible.
Zersetzung bears more resemblance, using psychological manipulation and surveillance to neutralize dissidents. But while Zersetzung relied on conventional methods, the TI phenomenon supposedly involves unexplainable abilities such as telepathy.
If the Stasi had access to such technology, they would have exploited it fully - and no one in the entire DDR would have remained unaware of its existence.
It’s even plausible that Zersetzung was inspired by real TIs who approached the Stasi for help. The program might have been an imitation of the true phenomenon. Distinguishing between actual state-targeted victims and those experiencing the phenomenon would require monumental effort.
As for the eBay case, it is merely an instance of corporate arrogance and human folly - similar on the surface, but unrelated in nature. It had a clear motive, a human origin, and used only conventional means.
Community-collected evidence - burn marks, car scratches, and similar - only proves the existence of subjective experience, not a link between the TI phenomenon and government agencies.
Operators profile
Most operators sound like middle-aged men and women, though there are also very old voices, and sometimes even children are heard during auditory communication. Some voice-hearing TIs have reported that “operators bring their children to work, and they are even more cruel.”
There are reports of children as young as six years old participating. Thankfully, I never experienced “child operators” myself, but most of “my” team sound well over 50, some even over 70. Employees of special services usually retire much earlier - it’s one of the incentives of such work.
Apparently, their fate is not enviable: instead of enjoying a comfortable retirement, they are chained to a control chair and, instead of a pension, they go straight to the grave. It doesn’t sound like an attractive or realistic job for a federal employee.
Many victims believe that some secret service agents, having access to this kind of technology, would willingly live such lives - but that seems highly unlikely. Agents are human beings like us, with ambitions, emotions, and desires. Spending their lives commenting on another person’s every move hardly seems appealing.
Moreover, operators don’t seem to rest. They don’t spend money or enjoy life, at least during the active harassment period, which can last for decades.
Some suggest that all operators are sadistic psychopaths. There simply aren’t enough psychopaths on Earth for that - even if you count every psychiatric clinic. And those who can function are already busy making our laws. Seriously though, even the worst psychopaths have personal goals and motivations. Besides, trusting unstable individuals with such sensitive work would be dangerous; the job requires endurance, discipline, and secrecy over years without breaks.
Considering their reported age, it’s hard to believe that such elderly people could work 24/7 for years - it would be exhausting even for someone young. They’re active when you wake up and when you fall asleep. Some claim to notice “shifts,” but I personally never observed that. Even at night, they don’t rest, instead influencing the TI’s dreams. They almost never seem to tire or require rest.
If they die on the job, could it be that they’re also born on the job?
All of this raises the question of whether operators are human at all. A popular theory claims that they are some kind of “combat AI” operated via satellite. That would fit - if we ignored everything known before the 1990s. Yet, reading reports from the late 19th century reveals the same psychological mechanisms, tactics, and effects - even the same operator behavior. Moreover, operators express emotions: they laugh at jokes, get irritated or angry, even hysterical - each with distinct personalities. This behavior has remained consistent since the earliest recorded cases.
So what in the hell are they? We can’t answer that question yet. But it’s certain they are not employees of alphabet agencies. They are sentient, emotional, but not ordinary humans.
Target profile
The average TI is an ordinary person with common life problems - not a dissident, activist, or threat to the state. Most are not politically engaged beyond passive exposure through television or social media. Harassing or neutralizing such individuals serves no plausible purpose for state security.
Some suggest that the TI phenomenon is a punishment for “wrongthinkers.” While a few TIs may indeed have drawn governmental interest, they form a tiny minority. Even fewer possess evidence that the government is truly targeting them - in such cases, the persecution is tangible and sometimes backed by warrants. But statistically, these individuals are insignificant.
Although many targets are not political, their experiences often radicalize them. Some become politically active, openly opposing the government. This process creates dissidents rather than neutralizing them.
There is no clear unifying factor among TIs aside from the harassment itself. Most are adults, some elderly, and only a few are children. Their intelligence and cognitive ability vary widely - from very low to very high - averaging close to that of the general population.
We rarely see celebrities, politicians, or military officials publicly identifying as TIs. Whether they are affected or not is unknown. However, many TIs remain silent due to the stigma surrounding the experience - disclosure can destroy a career and social reputation. Wealthy or powerful individuals would likely keep their condition private, consulting trusted medical professionals bound by confidentiality.
This argument is reasonable. There are actors and musicians among TIs, but almost no politicians or military personnel have ever admitted being targeted. Possible explanations include:
- Politicians conceal their TI experiences due to stigma and reputational damage.
- Cases involving politicians or military figures are covered up by state intelligence services.
- Influence on politicians occurs covertly, without their awareness, to avoid sudden replacement.
- Politicians may be exempt under an institutional agreement with operators.
Nevertheless, there are exceptions. For instance, Adolf Hitler, when still an unknown soldier in WWI, reportedly survived a trench explosion because a “voice” told him to step back - a moment that saved his life and later shaped his destiny.
Modern psychiatry cannot clearly define the origin of this condition and resorts to inconsistent, case-specific hypotheses, often ignoring the uncanny similarity between individual experiences.
Common preconditions mentioned by TIs include social isolation and a sense of stagnation before the onset of experiences, but more data is required to confirm this pattern.
We can therefore conclude that anyone can become a target of the TI phenomenon - it cannot be predicted or prevented.
Staged impression
How do TIs get the idea of secret services being complicit?
Surprisingly, the principal source of that impression is operators themselves. They don’t only seem to boast their allegiance, they actively use it as a fear tool and for other means. But how credible is this information?
Those who experienced voices know that the first phase of the ordeal is all about fear. Operators stage a perfect picture of persecution, putting the subject in a state of paranoia. Even your neighbors seem to listen for your every breath and discuss it. Then you realize it’s in your head, and the voices, who make a point of being untrustworthy, claim that they’re after the subject and confirm whatever biggest fear his mind can project. Which, in this type of situation, in our day and age, will usually be “it’s the spooks.”
For me, afterwards happened the usual - search for the cameras, hiding under the blanket, relocation. I realized some time later there are holes in the picture of fear. After questioning the “secret service theory”, my experience has changed, as well as many viewpoints I held my whole life. Unfortunately, many others get stuck at this stage, not asking the right questions. It can last years and it’s horrible.
Communities are partly to blame for perpetuating this theory, but it was done in good faith. We all want an answer and the existing consensus was just a most likely one until we got more data. But now is the time to rethink our beliefs.
With all their activities, operators intentionally demonstrate to the target that they cannot be trusted. Provocations for absurd actions, disinformation about family, friends and acquaintances, plain lies and manipulation. They humiliate and harm the TI, behaving like plain jerks.
Nevertheless, when they state “this is an experiment, we’re CIA and we’re gonna get ya”, TI still manages to take it at face value. And it’s very difficult not to, after all it just makes sense in the moment that the CIA is after you. That’s how you imagined them. They even play on the target’s self-esteem, giving a bit of a feel of importance.
Thirst for a simple & reasonable answer plays a cruel joke on TI here. Trusting operators is a grave mistake, which everyone learns on his own. If anything, the operator’s claim makes their allegiance less likely.
Then why do they support the impression of secret services? Why do they reinforce this theory?
My hypothesis is there’s a conscious effort by the operators to ground targets in reality. Instead of questioning his sanity as soon as he hears voices in his head, the target is gradually discovering unlikely and disturbing events happening all around with improbable frequency. Those events are absolutely real and together they paint a staged picture of targeted persecution. They aren’t only after the stress it produces, but also the connection to reality which incepts the target with an idea that the source of his problems is external. Instead of blaming his own brain malfunction, TI sees the image of an enemy.
Neither of two options is necessarily correct; it’s just the matter of fact that seeking for the answer to the experience brings TI to the choice between those two options.
Staged impression of government persecution makes TI less likely to go to the mental clinic. Being admitted is an experience of itself, and while it’s helpful for some, for most medication brings only the numbness of reactions, while voices remain. If the subject stops taking pills, voices often return and the ride continues.
Without medication, though, the subject lives through a hellish, cathartic and usually life-changing experience which can change intensity and quality over time. There is clearly a motive operators have, which requires them to subject targets to that kind of influence. To execute their plan, they clearly prefer to keep the target out of the clinic.
In my opinion, neither medical assistance nor fighting the government brings the TI community closer to resolution. Only through collective effort and investigation with open mind can we obtain answers that we desperately need.
Secret Services involvement
What do secret services actually know and think about the phenomenon? Do they do anything, and can they do anything?
We know there’s no shortage of requests for them to investigate and put an end to it. They might have looked into the phenomenon occasionally, even analyzed it, but it seems they don’t take it seriously.
Why it seems so is another question. The phenomenon is simply too large to go unnoticed, even with all the stigma protecting it from real investigation. Does our government actually know who is behind it and prefer to pretend otherwise? That wouldn’t be unlikely. But if they do know what’s going on, then they deliberately allow the operators to work on their turf.
Even then, several possibilities remain. Our governments might themselves be manipulated, fed with disinformation on another level. They may “protect” a certain version of the truth from public knowledge - but that doesn’t mean it’s the real one.
They might even have direct contact with the perpetrators, perhaps negotiating with them. Maybe there have been agreements in place for centuries or longer.
Or perhaps they are sweeping it under the rug because they actually know who’s behind it - and simply don’t want to anger them.
I’m confident that in the near future, secret services will begin to take us very seriously, especially once we uncover the true nature of the perpetrators.
Conclusion
There isn’t a single known entity capable of - or more importantly, interested in - carrying out the enormous labor performed by psi-operators.
The version claiming secret services are responsible doesn’t hold up to criticism and is deliberately spread by the operators themselves as disinformation.
The nature of the operators’ actions does not align with the goals of any known organization, public or private.
So who, if not them? That’s a question for another day.
For now, we can say with certainty that it’s not anyone we know. A completely unknown shadow entity - as real as stone and as unnatural as a ghost. Something so vast we failed to see it right before our eyes.
I understand that uncertainty is frightening and may feel like a step backward. But realizing you were wrong is never a setback - it’s a leap forward, because it makes you not wrong anymore. Only then can you begin to approach what’s true.
